This essay is a shot across the bow of public and private actors, encouraging them to show their colours on public-private partnerships (PPP) on cultural heritage. Encounters between public and private partners on cultural heritage have not yet come of age; as such, an exploration into the means to develop the current one-way shifts of resources between public and private actors towards full-grown PPP-projects is necessary.



This essay contains a short exploration from a legal and a managerial perspective, and focuses on art collections, art storage and artists' archives as representative examples of creative entrepreneurship in the field of movable cultural heritage. It concludes that after both public and private partners have reached the right mindset, tax and legal measures must be improved to serve as leverage for PPP projects.
