On Belgium: T. opposed to the proposal to cut it in 4 (Antwerp to England, another part to Holland, a part to Prussia and the rest to France) after 1830 (see page 335). Talleyrand (1754-1838) told about his remarkable career and the men he served: "After shipwrecks, you need pilots to rescue the shipwrecked." (p. 338).
